Ryan Fowler is a U.S. Army veteran with more than eleven years of experience supporting USSOCOM and USCENTCOM at MacDill Air Force Base. His work spans Splunk architecture and SIEM deployment, security operations center leadership, and cloud infrastructure across classified and unclassified environments — delivered under primes including GDIT, Jacobs, Raventek, and TekSystems.

He founded Fowler Technologies to bring that same operational depth to agencies and primes directly, without the layers that come with a large integrator. The perspective he brings isn't theoretical. He has spent his career inside the environments he now supports, and he builds for them accordingly.

Alicia Duffy leads business development and operations for Fowler Technologies. She manages outreach to prime contractors and agency partners, identifies and qualifies opportunities, and oversees proposal development from capture through submission.

She came to federal contracting from outside the defense industry and learned the market from the ground up — set-aside authorities, contract vehicles, and the mechanics of teaming. That grounding shapes a practical, process-driven approach to an environment where responsiveness and follow-through often decide who wins the work. Alicia serves as the single point of contact for partners from first conversation through contract execution.
